"Prime Minister John Key said he didn't think prostitution law reform had worked in New ZealandMr Key made the comments on Radio Live when asked about the Chow Brothers' bid to build a 15-storey brothel and hotel building in the Auckland CBD.
Mr Key said he didn't think the Prostitution Law Reform Act 2003 had achieved a reduction in street prostitution and under age prostitutes.
"The argument was that it would eliminate all the street workers and underage people, particularly girls, and the reports that we see in places like South Auckland is that it hasn't actually worked.
"I think it's been marginally successful, if at all," he said on Radio Live."

 As no clear definition of what SOOBs are. This has enabled more than 4 permanent
workers as specified in the PRA. Ie They are brothels without even the limited control

 No easy legal access for inspections
 Virtually a complete absence of any control of Health and safety. Only the NZPC may
be aware of their locations.
 The above items facilitate the use of undercover trafficking and underage sellers since

An uncontrolled environment for drug use and supply.

The Brothels System Facilitate 
 The Operators Certificate system enables a legal way for the brotherl owner or 
management to by pass the operators certificate 
 No employment contracts for workers by employing contractors 
 No records of premise locations. 
 Lack of Since Health and Safety inspections are not routinely carried out. 
 A legal base to provide facilities for the production of porn. 
 The ability of what were criminal activities to make fortunes using the sellers and drug 
supply and connections. 
Street Prostitution 
This has not declined as the PRA predicted, and due to sellers being decriminalised and 
the sex industry being set up as a respectable profession, a great deal of public 
nuisance is occurring. 
Underage Workers 
o Police have great difficulty in checking sellers age. 
o Underage street workers are encouraged because they cannot be prosecuted, this 
deterrent has been removed. 
Legal Regulations and Requirements 
o Such things as IRD and the usual controls and constraints of other businesses are 
ignored. 
o OSH requirements can be completely ignored. The NZPC have received some $8.6 m 
over 10 years with no disclosed accountability. 
o The PRA has reduced police powers to control the sex industry. "

"Since the introduction of the Prostitution Reform Act 2003, the government has been made aware of severe problems facing the local community of Christchurch and South Auckland.
In South Auckland (to be specific) – Papatoetoe, Otahuhu, Manurewa, and lately Otara.
The local residents especially the elderly have been unfairly bullied, suppressed and muzzled by the prostitutes.
The law abiding residents are too afraid to ring the police or report to the local authorities the harassments and disrespectful behaviour of the prostitutes.
Mr Speaker, this is an industry that has been given almost $8.7 millions of tax payers’ money to clean up its act.
NZ First acknowledges that the Ministry of Health has provided this industry with tax payers’ money to ensure that the issues of alcohol abuse, drug abuse, health related concerns, plus under-age prostitution would be addressed.
But we have not heard or have been presented any reports on any improvements in all these areas.
There has been no update reports from the Minister of Health on how this $8.605, 397 has been spent by the NZ Prostitute Collective.
Unfortunately, the problems of street prostitution have gone worst and completely out of control.

"Auckland city brothels aren't worried that a new 'mega-brothel' in town will affect their business, but they are calling for private prostitutes to be made illegal.

One central city brothel, One33 Vincent, believes that the approval for a 15 storey 'sex hotel' is positive and they don't believe they will lose clients as a result.
Manager of One33 Vincent, Jacky says other publicly functioning brothels aren't a threat.
She says it is private prostitutes stealing regular clients who do the most damage to their business.
"I don't think privates should be legal in New Zealand. They're the reason why brothels aren't making money. They're the ones stealing clients from parlours and going and doing privates with them. You know, girls coming into parlours, working a couple of nights, taking our clients and going and doing privates in hotels."


Bordelejerne ønsker at få forbudt selvstændige prostituerede, der operer for sig selv og dermed tvinge de prostituerede ind på bordellerne, så bordelejerne får fuld kontrol over hele prostitutionsbranchen og indtjeningen.

New Zealand legaliserede prostitution i 2003, Hensigten var, at man ville mindske gadeprostitutionen, børneprostitution, volden, den organiserede kriminalitet, der kontrollerede prostitutionsbranchen og samtidig give de prostituerede bedre forhold og ret til at kræve kondombrug af kunderne.

Først og fremmest viser en gennemgang af artikler og undersøgelser fra tiden efter legaliseringen, at der er begået mindst 6 mord og 1 mordforsøg på prostituerede i New Zealand i tidsrummet 2003 - 2013. Det fremgår også, at der stadig betales beskyttelsespenge til de organiserede bander, som det ses i sagen om den myrdede prostituerede Mallory Manning.

Auckland Citys Counsil udsendte i juli 2012 denne booklet: The street prostitution industry in the southern communities of Auckland. The need for legislative control to reflect the intent of the Prostitution Reform Act. May 201. Rapporten viser, at situationen i New Zealand er ude af kontrol og beboerne i de større byer med gadeprostitution står uden nogen som helst juridisk hjælp overfor en altdominerende sexindustri. Ethvert forsøg på at lave nogle fælles regler og aftaler alle kan leve med med de prostitueredes organisation har været forgæves.

" A Waikato Times investigation has uncovered Hamilton's thriving illicit sex trade, with at least four black market brothels allegedly offering sex for money outside the law.

Commercial sex industry sources say city and immigration authorities have failed to stop the sex trade, which they say includes women working here illegally. "

"Teenage girls are being forced into illegal prostitution by gangs, an advocate claims.
Debbie Baker from Streetreach, which encourages women to leave prostitution, told the Police News magazine that 14 to 16-year-old girls are being forced into the sex trade to pay off debts.
Baker said one girl had been made to have sex at Black Power pads around the country and another was taken from Tauranga to Auckland to work in a brothel.
The girl was locked in a room and Baker said she never saw any of the money the whole time she worked there.
Baker said it was difficult for police to uncover the gang connection because the teenagers were too scared to admit it.
"This fear is often far stronger than the fear they feel for police or other government agencies, as they are often threatened or stood-over, making it even harder for police and other authorities to prove what's going on," she said."

Da politiet i New Zealand effektivt er blevet afskåret fra al kontrol med branchen på grund af PRA-loven der udelukkende tager hensyn til hvad branchen ønsker og ikke ønsker, har hverken politi eller resten af samfundet nogen som helst overblik over, hvad og hvilke kræfter, der allerede har overtaget store dele af branchen. De troede fejlagtigt, at en legalisering ville holde de kriminelle kræfter ude men det er gået i New Zealand som i alle andre lande, der har forsøgt sig med en legalisering/dekriminalisering - nemlig en branche overtaget af udenlandske organiserede kriminelle, der importerer kvinder fra Asien, Østeuropa, Afrika og Sydamerika.

April 2011: "Keep brothels away from our homes - poll".   New Zealænderne vil ikke længere have prostitutionskunderne rendende i nabolaget. 66 % siger nej til bordeller og kunderne  i boligkvartererne, viser en undersøgelse. Samtidig siger 50 % nej til gadeprostitution. Det særligt interessante med New Zealand er, at de har haft legaliseret prostitution siden 2003 så der burde være et klart flertal for prostitutionsbranchen.

New Zealand indførte i 2003 en lov, der udnævnte prostitution til at være et job som alle andre job - den såkaldte PRA lov. Den skulle løse de massive problemer NZ havde med gadeprostitution, omfattende vold,  børneprostitution og grov udnyttelse af de prostituerede af bordelejerne.

 NZ har løst alle problemer omkring prostitutionsbranchen med deres Prostitution Reform Act (PRA) de inførte i 2003, der gjorde det lovligt at drive bordel blot der blev søgt om licens og bordelejeren har en ren straffeattest og  gjorde det muligt for op til 4 prostituerede at slå sig sammen i et såkaldt SOOB (small owner operated brothel) uden at skulle søge om operatorlicens. Se "Notes for application to operate a prostitution business" fra Ministry of justice NZ. I følge samme note skal man være indbygger i NZ for at tjene penge som prostitueret. NZ har løst alle problemer omkring kvindehandel, organiseret kriminalitet, vold og grov udnyttelse inkl stigma af de prostituerede......i følge prostitutionstilhængerne.

Realiteterne er lidt anderledes.

Først og fremmest skal man være klar over, at PRA-kommiteen består af 11 medlemmer, hvoraf 5 af dem har en direkte økonomisk interesse i prostitutionsbranchen. Da det er samme kommitte, der, så at sige, undersøger sig selv og effekten af den lov de har skruet sammen, kan ordet biased godt begynde at blinke lidt i baggrunden.


Loven, der udelukkende fokuserer på prostitutionsbranchens ønsker og behov og til fuldkommenhed tromler hen over resten af befolkningens retssikkerhed og behov, blev kuppet igennem med det snævrest mulige flertal på een (1) enkelt stemme, og har lige siden givet anledning til kraftige diskussioner i parlamentet.

Den har hverken fjernet vold, stigma, gadeprostitution, kvindehandel, grov udnyttelse eller børneprostitutionen.

There was a sense among some informants that things had been made worse early on by the increased attention paid to sex workers by the media and the general public following the PRA:

Violence may not be common in parlours, but it exists nonetheless. NZPC were aware of a few incidents of sex workers being raped in parlours.
Street workers were generally seen as being at most risk of violence. There was considerable concern among many informants over the two street-based sex workers murdered in Christchurch since the PRA. The violence was very visible:
The violence is there, even in daylight. We were setting up at 10am for an event and a girl was getting thumped by a client. Workers are still putting their necks on the block every time they get into a car. (NGO)
It's worse. There are more rapes. The other night there was a girl running up saying she'd just been raped. I'd say it's happening every night, but they don't report it. Rape is either up, or I'm just hearing more about it now. (NGO – youth)

A bad consequence of the law change has been more attention on sex workers. There are more people shouting out 'filthy whores', and more risks of being battered. (BOP)
It's still out there. Maybe there is more. This would be a slap in the face to the intention of the Act. People don't like prostitutes. Now there is more attention on them, and more exposure. It can lead to more problems. (SOOB)
At formindske volden mod prostituerede var et af de helt store hovedformål med PRA-loven. Læser man rapporten fra Justitsministeriets PRA-udvalg står det klart, at loven har fejlet. Kunderne voldtager stadig, de udøver vold mod de prostituerede og de forsøger stadig (og lykkes) at tiltvinge sig sex uden kondom. På de kinesisk ejede bordeller kræver det bare at man som kunde betaler lidt ekstra.

I samme rapport afsnit 8 Street-Based Sex Workers - underafsnit 8.2 The Nature of Street-Based Sex Work står der at læse, at:


"The different methods used to estimate numbers of sex workers in Auckland in 2006 and 2007 may explain the large increase in the Auckland figures. However, Auckland outreach workers also reported an 'influx of sex workers on the streets in the six to eight months prior to June 2007'. Of the 230 workers, 20 were very rarely seen on the street (CSOM, 2007).
Streetreach is a non-governmental organisation that provides support for street-based sex workers in Auckland and Manukau cities. Streetreach believes there has been an overall increase in the number of street-based sex workers in the Auckland region since decriminalisation (Streetreach, 2007)"

Lidt længere nede står der videre:
"The Salvation Army operates street vans and community services for street-based sex workers in Auckland, Manukau and Christchurch cities. The Salvation Army noted that the PRA has not reduced the number of people working on the street. The Salvation Army argues the number of sex workers on the streets has not reduced because the PRA has not improved or addressed the causal factors underlying prostitution (Salvation Army, 2007)."

Med andre ord: Der er intet ændret, gadeprostitutionen er ikke blevet mindre, tværtimod, fordi årsagen til at kvinder søger ud i gadeprostitution ikke er blevet ændret blot fordi det er blevet lovligt at drive bordel.


Loven har bevirket, at politiet ikke længere må kontrollere alderen på de prostituerede på bordellerne, med mindre de har en ransagningskendelse, hvilket igen har bevirket, at der har været flere sager med mindreårige ansat på bordellerne.

Den har bevirket, at den kinesiske mafia uden problemer kan drive bordeller som hidtil, blot de officielt kaldes soobs eller massage parlors eller noget tredie med handlede kvinder som billig arbejdskraft, da politiet meget effektivt er holdt udenfor bordelkontrollen - den varetages af sundhedsmyndighederne eller immigration, hvis personale ikke er uddannet i at bemærke tegn på kriminalitet. . Eller simpelthen bare drive illegale bordeller:

"But people have to remember that New Zealand exports students who also work in the sex industry in foreign countries." The trade has been thrown into focus on the North Shore, where the number of commercial unlicensed brothels - those with more than four workers - "has increased dramatically in the last 12 months", according to Warwick Robertson, North Shore City Council's environmental team leader and a former policeman.



He knew of "about nine or 10" large illegal brothels, most of them run and staffed by Chinese people. Irate neighbours of one in suburban Albany have threatened to publish clients' plate numbers on a website called Where Is Your Husband?


A Herald survey of other councils found they were not experiencing the same trends. Although Mr Robertson's main concern was the environmental impact of brothels, such as traffic congestion, he was concerned that some "Chinese [sex workers] are charging more for low protection", whether oral or penetrative sex was involved. "That is extremely dangerous."

Den kinesiske mafia har for længst etableret sig i NZ og importerer kinesiske kvinder til bordellerne. NZPC regner med, at 1/3 af de prostituerede i Auckland City er kinesere. Chinese prostitutes worry sex industry 
"Candice is one of the many illegal prostitutes who arrive in New Zealand either on a visitor or student visa to work in the sex industry.The arrival of illegal Chinese sex workers have driven an industry that has been decriminalised back underground, says the New Zealand Prostitutes Collective.
"We're now looking at two industries - an industry which is supported by decriminalisation, and an industry which is having to be underground again," said Catherine Healey, the collective's national co-ordinator, when asked how Chinese sex workers have influenced the sex industry here.
"Predominantly, the illegal part of the industry is Chinese," she said.
Although prostitution was decriminalised in 2003, it is illegal for those on a temporary visa, such as students and tourists, to work in the sex industry.
The collective does not record if a prostitute is working illegally, but Miss Healey said Chinese now make up nearly a third of the 1700 sex workers in Auckland - outnumbering Maori and Pacific Islanders, and behind only Pakeha"

 Endda med statens indirekte støtte, viser det sig og med god hjælp af New Zealands Prostitution Collective (NZPC), der står i lufthavnene og deler foldere ud til de udenlandske kvinder - især studerende - der lander i NZ. NZPC får økonomisk støtte af staten New Zealand.
"Speaking on the condition of anonymity, a 20-year-old Chinese international student told the Weekend Herald she decided to become a sex worker after being given the Working in New Zealand leaflet, which is produced by the New Zealand Prostitutes Collective."

Samtidig er det ret grotesk at læse på samme NZPC's egen side under "Law" at: "
You can be a sex worker in New Zealand provided you are a New Zealand citizen.




If you are thinking of coming to New Zealand to work as a sex worker; or to own, open, or invest in, a brothel or other business of prostitution, your visa can be refused. If you hold a temporary visa, or if your permanent residency carries a special condition, you can be deported if you own a brothel or other business of prostitution, or if you are working in the sex industry."


Det kan med rimelighed spørges, hvis interesser NZPC egentlig støtter.

Da der i forvejen ingen oversigt er over bordellerne, betyder det i realiteten, at myndighederne ikke har nogen som helst kontrol over branchens omfang men det estimeres, at alene i Auckland er omkring 1700 prostituerede.  Det er uhyre nemt (for nemt ifølge nogle bordelejere) at få en operatorlicens og det viser sig også, at de kriminelle organiserede bander forlængst har holdt sit indtog i branchen. I følge den seneste udgivelse fra New Zealandsk Politi "Understanding Organised Crime" læses:
"Other gangs have invested drug wealth in vice businesses such as strip clubs and escort agencies.


Legalisation of prostitution has seen at least one major gang in New Zealand recently move to gain strategic control of the high-end industry, as a ‘riskfree’ cash cow and money laundering front."

Problemet med de kinesiske prostituerede og den manglende kontrol er langt større end blot et spørgsmål om visum og illegal arbejde. De kinesiske prostituerede sælger sex uden beskyttelse i form af kondomer. Alene fordi det giver flere penge og fordi bordelejerne på de illegale bordeller presser kvinderne til det.  Ubeskyttet sex bliver solgt fordi der er kunder der køber det!

En af PRA lovens hensigter var netop at beskytte de prostituerede mod kønssygdomme og kunders ønske om ubeskyttet sex!

Kvindeorganisationer, der tidligere støttede PRA loven har nu fortrudt deres støtte.
Presidenten for the National Council of Women of New Zealand siger direkte at mænd er de eneste vindere af PRA loven.
 De havde den foventning til loven, at den ville blive et effektivt våben mod de kunder, der køber sex af børneprostituerede. Dette er ikke sket. Kunderne går stadig alt for let fri eller slipper med en lille bødestraf - et dask over fingrene.

Loven har heller ikke på nogen måde stoppet tilgangen af de alt for unge piger (og drenge)  til gadeprostitutionen.  Derimod har politiet i Auckland og Street Reach advaret om det stigende antal børn de møder i gaderne - børn helt ned til 12 års alderen - der sælger sex. De fleste kontrolleret af alfonser.

"Manukau City Council says it is "very disappointed" at a government report on its street prostitution problems and wants a law change to make street work illegal.




The council, businesses and residents near Hunters Corner, in Papatoetoe, and in Manurewa have had problems associated with street sex workers.


They have faced offensive behaviour, abuse, sex in public, and rubbish, including used condoms, syringes, bottles and human waste.


The council said the problems have escalated since prostitution was legalised in 2003."

"Manukau City chiefs are trying to get a new law passed enabling them to ban sex workers from specific locations.




If passed, the Regulation of Prostitution in Specific Places Bill would cede on to the new Auckland Council from November 1.


It grants police the power to arrest anyone suspected of being a worker or client of sexual services in that area with a maximum fine of $2000.


Police will also be able to pull over any vehicle suspected of being involved in the trade.


The Manukau City Council wants to ban street prostitutes from notorious red light areas such as Hunters Cnr in Papatoetoe.


But the bill could also be used in any Auckland area."

"Family First NZ says that the top mayoral candidates for the Auckland Super City are all committed to banning street prostitution.




Parliament voted last night to send a private members bill allowing Manukau City to ban street prostitution to a select committee, but concern was expressed that it applies to Manukau City which will soon be swallowed up in the super city.


“In response to a Family First questionnaire sent to the main mayoral candidates, John Banks, Len Brown, Andrew Williams and Colin Craig are all unanimous in agreeing to introduce and lobby for bylaws to ban street prostitution. This will be Auckland wide,” says Bob McCoskrie, National Director of Family First NZ. "
